Introduction

Rusthall Parish Council is seeking the views of residents, businesses and road users on a proposed traffic calming scheme for Lower Green Road, Rusthall. The scheme has been developed in response to ongoing concerns about vehicle speeds, road safety and the suitability of traffic speeds through this residential area.

This document explains the proposals, why they are being considered, and how you can have your say before any final decisions are made.

Why is a traffic calming scheme being considered?

Lower Green Road is a residential road within an existing 20mph speed limit. Residents have raised concerns over:

• Vehicles exceeding the speed limit
• Safety for pedestrians, cyclists and vulnerable road users
• The character and livability of the street

Traffic calming measures are intended to encourage drivers to travel at safer speeds, improving safety and comfort for everyone who uses the road.

What is being proposed?

The proposal has been designed by Kent County Council and consists of a combination of physical and visual traffic calming features along Lower Green Road.

The key elements are:

1. Speed cushions

• Installation of a small number of new speed cushions at selected locations
• Cushions are designed to reduce vehicle speeds while allowing larger vehicles, such as buses and emergency vehicles, to pass with minimal impact

2. Road markings and roundels

• Refreshed and new 20mph roundel markings on the carriageway
• Refreshed centre lines and associated road markings to improve clarity and driver awareness

3. Locations

• The measures are proposed at five locations along Lower Green Road, distributed to maintain consistent speed reduction along the length of the road
• Plans showing the exact locations and layouts are included with this consultation

What are speed cushions?

Speed cushions are raised sections of road, typically installed in pairs or sets, that encourage drivers to slow down. They are lower and narrower than full-width road humps.

What are the potential benefits?

• Reduced vehicle speeds
• Improved safety for pedestrians and cyclists
• Better compliance with the existing 20mph speed limit
• A calmer and more residential street environment

Are there any potential drawbacks?

The Parish Council recognises that traffic calming measures can also raise concerns, such as:

• Noise from vehicles passing over cushions
• Discomfort for some drivers
• Perceived inconvenience or changes to driving patterns

This consultation is an opportunity for residents to tell us whether they feel the balance is right and whether the proposals should be changed.

What stage is the scheme at?

• These proposals are not yet approved
• No final decision has been made
• Feedback from this consultation will be reviewed by Rusthall Parish Council and shared with Kent County Council before any next steps are taken

• Whether you support or oppose the proposed scheme
• Whether you feel the measures are appropriate for Lower Green Road
• Any specific concerns or suggestions, including about individual locations

What happens next?

After the consultation period:

• The Council will decide whether to proceed, amend, or not progress the scheme
